A toolkit to address Ohio’s housing crisis.
Housing production has slowed, prices have surged, and community leaders are searching for tools to address these challenges effectively.
The Ohio REALTORS™ and Greater Ohio Policy Center have developed this Guidebook which offers three voluntary tools that local governments, developers, land banks, and homeowners can use to promote infill housing across Ohio.
These tools can be applied individually or in combination to overcome barriers to housing development on vacant lots in established neighborhoods.
Free Building Plans
Two pre-designed building plans (a single-family home and a duplex) with multiple variations are available free of charge. These plans help reduce soft costs, such as architectural fees, and can be incorporated into pre-approved plans programs to streamline permitting.
What The Guidebook Provides
A la Carte Zoning Adjustments
Actionable recommendations for zoning code adjustments that eliminate barriers to infill housing and encourage new development. These changes are simple enough to be implemented by local government staff without requiring outside consultants.
Pre-Approved Plans Program Guide
A how-to guide for local governments to establish a pre-approved plans program, enabling expedited permitting, and lowering development barriers in their communities.

Housing Ohio is the result of a partnership between Ohio REALTORS™ and Greater Ohio Policy Center. Our organizations understand the acute need for quality housing in Ohio and the challenges to developing it. We see this toolkit as an important tool to reducing barriers, especially in existing neighborhoods.
A multi-sector advisory committee of housing and development experts guided the development of this Guidebook, providing input on zoning correctives and reviewing architectural plans.
The plans were designed by MBL Architects and the Guidebook was created in partnership with Pattern Zones Co. and Neighborhood Workshop.
